ఆకివిడు : అధికారులు, పాలకుల నిర్లక్ష్యానికి అవిశాల (ఐసా) మీడియం డ్రెయిన్ కుంచించుకుపోయింది. పట్టించుకునే నాథుడే లేక పూర్తిగా నిరుపయోగమైపోయింది. అధికారులకు గీట్లదు, పాలకులకు పట్టదు అన్న చందంగానే మీడియం డ్రెయిన్ నలిగిపోతుంది. ఆయకట్టు రైతులు అల్లాడిపోతున్నారు. ఏటా భారీ వర్షాలకు, ఎగువ నుంచి వచ్చే అదనపు నీటితో ఆయకట్టు భూములు ముంపుకు గురవుతున్నాయి. మండలంలోని కొత్తూరు, రాజలపేట, అకివీడు గ్రామాల పరిధిలో సుమారు 8 వేల ఎకరాల ఆయకట్టుకు మురుగు డ్రెయిన్గా ఉన్న అవిశాల కాలువ విశాలాన్ని కోల్పోయింది. సరిహద్దు రైతుల ఆక్రమణలతో కుంచించుకుపోయింది. గతంలో ఎనిమిది వేల ఎకరాల్లో పండిన ధాన్యాన్ని పడవలపై అకివీడు ప్రాంతంలోని రైస్ మిల్లులకు తోలి రైతులు అమ్ముకునేవారు. నేడు ఆ పరిస్థితి లేదు. వ్యవసాయం తగ్గిపోయింది. ఈ ప్రాంతంలో నాలుగు వేల ఎకరాల వరకూ చేపలు, రొయ్యల చెరువులుగా మారి వాటి పెంపకం జరుగుతోంది. సరిహద్దుల్లో మీడియం డ్రెయిన్ గట్టును ఆక్రమించి చెరువు గట్లు తవ్వేశారని వరి రైతులు ఆవేదన చెందుతున్నారు. సుమారు మూడు మీటర్ల వెడల్పు నుంచి ఐదు మీటర్ల వెడల్పు వరకూ సుమారు ఏడు కిలోమీటర్ల విస్తీర్ణంలో మురుగు కోడు ఉంది.
గత నీటి సంఘాల ప్రతినిధుల నిర్లక్ష్యం
గతంలో టీడీపీ ప్రభుత్వం ఏర్పాటు చేసిన నీటి సంఘాల ప్రతినిధులు తీవ్ర నిర్లక్ష్యం వహించి మీడియం డ్రెయిన్ను పట్టించుకోలేదు. అదే పరిస్థితి నేటికీ కొనసాగుతోంది. నీటి సంఘ చైర్మన్లుగా ఉన్న వ్యక్తులు కాలువ కోడ గట్లు చేర్చి చెరువు గట్లు నిర్మించుకున్నారనే ఆరోపణలు వెల్లువెత్తుతున్నాయి. కాలువ కోడ గట్లు కనిపించకుండా పోతున్నాయి. కాలువలో మూడు అడుగుల తూరలు ఏర్పాటు చేసి అడ్డుకట్టగా కాలిబాట మార్గాలు ఏర్పాటు చేసుకున్నారు. దీనితో ఎగువ ప్రాంతం నుంచి ముంపునీరు, వర్షపు నీరు దిగువకు ప్రవహించకుండా సరిహద్దు పొలాల్ని ముంచెత్తుతోందని రైతులు ఆందోళన చెందుతున్నారు. ఏళ్ల తరబడి ఇదే పరిస్థితి కొనసాగుతుంటే రైతులు ఆర్థికంగా తీవ్ర నష్టానికి గురవుతున్నారు. కుంచించుకుపోయిన మురుగు కాల్వలోకి చేపలు, రొయ్యల చెరువుల నీటిని వదిలివేయడం వల్ల కూడా వరి చేలకు ముప్పు ఏర్పడుతోందంటున్నారు. పంట చేతికి అందివచ్చే సమయానికి ముంపుకు గురవుతుందంటున్నారు. మురుగు కాల్వను తవ్వించాలని నీటి సంఘాల చైర్మన్లు ఇదే ప్రాంతంలో చెరువుల సాగు చేస్తున్నా కాలువను పట్టించుకోవడంలేదని వాపోతున్నారు.

అవిశాల (ఐసా) మీడియం డ్రెయిన్ తవ్వకానికి ఏటా ప్రతిపాదనలు పంపుతున్నామని, ప్రభుత్వాలు నిధులు కేటాయించడంలేదని డ్రైయినేజీ శాఖ అధికారులు చేతులెత్తేస్తున్నారు. డ్రెయిన్ తవ్వకం పనులు ఎలా ఉన్నా, ఆక్రమణల్ని తొలగించాల్సిన పనుల్ని కూడా మేమేమీ చేయలేం అంటూ చేతులు దులుపుకుంటున్నారని పలువురు రైతులు ఆవేదన వ్యక్తం చేస్తున్నారు. ఈ ఏడాది రూ. 10 లక్షలకు ఎస్టిమేట్లు వేసి పంపామని, నిధుల లేమితో మంజూరు అయ్యే అవకాశం లేదని అధికారులు చెప్పడం ఆశ్చర్యకరంగా ఉందని రైతులు ఎద్దేవా చేస్తున్నారు.

మీడియం డ్రెయిన్ తవ్వకం పనుల్ని రైతులే చేపట్టేందుకు సిద్ధంగా ఉన్నారు. రైతులంతా కలిసి పూడిక పనులు, ఆక్రమణల తొలగింపు పనులు చేపట్టి, మీడియం డ్రెయిన్ను రక్షించుకుంటామని మొరపెట్టుకుంటున్నారు. డ్రైయినేజీ అధికారులు, రెవెన్యూ అధికారులు సమన్వయంతో సమస్యను పరిష్కరించాలని విజ్ఞప్తి చేస్తున్నారు. డ్రెయిన్ ముఖభాగం నుంచి శివారు ప్రాంతం వరకూ సర్వే చేసి అప్పగిస్తే ఈ ఏడాది మే నెలలోనే తవ్వకం పనులు చేపట్టి, పూర్తి చేస్తామని, అందుకు ప్రజాప్రతినిధులు సహకరించాలని కోరుతున్నారు.

Avisala Medium Drain Narrowed Due to Encroachments
Akividu: Due to the negligence of officials and political leaders, the Avisala (Iasa) medium drain has shrunk significantly. With no one to look after it, it has become completely useless. It is being crushed between officials who don’t care and leaders who don’t pay attention. Local farmers are suffering greatly. Every year, heavy rains and additional water from upstream cause the cultivated lands to flood. In the Akividu mandal area, covering Kotturu, Rajalapeta, and Akividu villages, the Avisala canal has lost its original width, which once served as a drainage system for about 8,000 acres. Encroachments by neighboring farmers have caused it to narrow. In the past, farmers used boats on this canal to transport their harvested grain to rice mills in the Akividu area. That is no longer possible. Agriculture has declined, and about 4,000 acres in this region have been converted into fish and shrimp ponds. Rice farmers are distressed, claiming that the canal banks have been encroached upon to build pond bunds. The drainage channel, which once stretched for about seven kilometers with a width of three to five meters, is now severely compromised.
Negligence of Past Water Association Representatives
In the past, representatives of the water associations formed by the TDP government were highly negligent and did not care for the medium drain. This situation continues today. Allegations are surfacing that those serving as chairmen of the water associations have used the canal banks to build their own pond bunds. The original canal markers are disappearing. Three-foot pipes have been placed in the canal and blocked to create walkways. Farmers are worried that this prevents flood and rainwater from upstream from flowing downstream, instead submerging neighboring fields. As this situation persists for years, farmers are facing severe financial losses. They argue that releasing water from fish and shrimp ponds into the narrowed drainage canal also poses a threat to the remaining paddy fields. They lament that the fields flood just as the crop is ready for harvest. They complain that while the chairmen of the water associations are themselves farming ponds in the same area, they are not bothered about desilting the drainage canal.
"Proposals Sent; We Can Do Nothing"
Drainage department officials are washing their hands of the matter, stating that they send proposals every year for desilting the Avisala (Iasa) medium drain, but the governments are not allocating funds. Regardless of the desilting work, farmers are distressed that officials claim they cannot even perform the task of removing encroachments. Officials surprisingly told farmers that they sent estimates for ₹10 lakh this year, but there is no chance of approval due to a lack of funds—a claim that farmers found ridiculous.
"We Will Dig It Ourselves... Just Give Permission!"
Farmers are ready to undertake the desilting of the medium drain themselves. They are pleading for permission to collectively handle the desilting and removal of encroachments to save the Avisala drain. They are requesting that drainage and revenue officials coordinate to solve the problem. Farmers say that if a survey is conducted from the head of the drain to the tail-end area and handed over to them, they will complete the desilting work this May. They are seeking the cooperation of public representatives for this effort.
